"The developer of a San Antonio neighborhood where a landslide threatens about a dozen homes concedes it lacked a permit for a nearly 1,000-foot long retaining wall that began crumbling Sunday.
Lauren Darnell of Centex Homes says the wall was built according to industry standards, but the builder didn't have a permit for its construction. He said Tuesday an earlier wall in the same location was torn down and rebuilt because of drainage issues in 2007."

The evacuation was ordered for up to 91 homes at one point though many of those residents have been allowed to return home. Engineers are working to shore up and stabilize the retaining wall. City officials announced they are hiring an independent structural engineer to evaluate whether homes are safe to return to.
"Pulte's engineers continue to investigate the cause of the landslide, but San Antonio Planning Director Roderick Sanchez said improper construction of the nearly 1,000-foot long vertical retaining wall and improper compacting of the fill dirt on the home sites caused the slide. The builder, Centex Homes, had no city permit to build the retaining wall."
